The Region, with DGR N. 29/11/2002 N. 7/11384, determined the guidelines for development policies, the governance model, and the procedures for planning and financing, thus updating the regulatory and administrative system that dated back to 1994.
The district models and the selection of areas were determined in 2001 with the Regional Council Deliberation (DDGR) N. 3839 of March 16 2001 and N. 7/6356 of October 5, 2001.
Specifically, two district categories were determined:
- Traditional Specialization Districts
- Meta-districts
The "traditional" districts of productive specialization refer to the more consolidated and mature areas where qualified productive systems have been present for a long time. With the application of economic and social indicators of local development, deriving from the national and regional regulatory framework of reference, 16 areas pertaining to the following groups of specialization sectors were identified:
- Metal works production and manufacturing (3)
- Textile-silk-stocking-clothing-clothing accessories - (9)
- Furniture and wood (2)
- Rubber and plastic (1)
- Electric, electronic and medical appliances (1)
The "meta-districts" or thematic districts, are those areas which are characterized by the presence of production sectors, where physical vicinity between firms is replaced by network relationships and a growing interaction between manufacturing companies, research and knowledge centers and service activities of the sector. Five meta -- district areas were identified in the following sectors:
- Food biotechnology
- Other biotechnology
- Fashion
- Design
- New materials
- Computer science and telecommunications
